Problem with Theft prevention system on the car I just bought?

I just bought a cavalier the other day from a private seller. Im having problems with starting the car. The theft prevention system has a memory stick you insert before you start the car. Sometimes the car starts, other times the ignition wont kick and it wont start for a long time. Maybe something is wrong with the starter?
