How Does a Minor Get a Motorcycle License in Illinois?

I'll be working on getting my motorcycle license soon, here's what I don't understand according to what the Illinois DMV site is saying.

According to the site, even if I had a card saying I passed the safety course I still have to take a drive exam.

How do I get my scooter to the drive exam if I can't use a permit because I only know several other people who ride motorcycles/scooters and the law says I have to be supervised by someone who is licensed to operate motorcycles/scooters?
