Crossing to Canada and back to the USA...

I-5/BC-99 or Blaine/Whiterock crossing.

1. How slow or fast is the line crossing in both directions OR would it be better to get off the freeway in Bellingham and go up on WA-539 into BC-13 which is about 27mi/43km east of I-5/BC-13? On a Monday morning going up and same afternoon going back down to the USA?
